Review Workshop - Confederations 15.-17.06.2006
The
TRACE Review Workshop for national confederation partners took place from
15th to 17th June, 2006 at the International Training Centre of the
International Labour Organisation in Turin, Italy.
27 trade
unionists from CC.OO., CGIL, CFDT, CGTP-IN, CISL, LO-D, OEGB, SAK, TUC,
and TCO, responsible for running Key Actions in the TRACE project, took
part, together with the TRACE central team, TRACE evaluators and experts,
charged with producing the final TRACE handbook and reports. The group
debated various issues raised by the project over the three days.
The
aims of the Review Workshop were to:

Present the work done by the Key Action partners in developing their
project outputs during the past year
-
Discuss and evaluate problems and successes in realising projects
-
Consider the politics of restructuring processes, focussing on a real
life case-study and meeting the trade unionists involved.
The TRACE seminar group was welcomed by Frans Lenglet, Director of
Training at the ILO Centre, and by Enrico Cairola, manager of the Centre’s
ACTRAV Workers’ Activities programme.
The three working days
were organised into four main sessions.
The first consisted of
presentations by the partners of the current stage of development of their
Key Action outputs. Ten final products were presented, which gave the
TRACE community the opportunity to share knowledge acquired and developed
within the project. Fabio Ghelfi, TRACE coordinator, led this session.
The
outputs produced by the various KA teams differed in both focus and
format, and included handbooks, course modules, investigation tools and
CD-ROMs.
They focused on a range of different themes and questions
relating to anticipating change, including:

Improving coordination and communication between EWC Members
-
Comparative analysis of national law on restructuring
-
Developing common transnational approaches for national trade unions
facing the challenges of globalisation
-
Developing tools for anticipating change and for analysing
socio-economic conditions
-
Producing sectoral and territorial case studies on the restructuring
process and its impact
-
Organising and recruiting workers in a climate where trade unions are
facing new and changing production systems
-
Unionisation in multinational enterprises, where there is a need to
co-ordinate strategies between national trade unions who are facing
delocalisation
-
The need to adopt a transnational strategy on e-learning and education
modules on-line, sharing multicultural exchange on restructuring
topics.
The second session was led by Patrizia Giudici and consisted of a case
study of restructuring, involving the paper manufacturer Kimberly-Clark.
Present were Luigi Gastoldi, National Secretary of FISTEL, and Ugo Boni,
General Secretary of its Turin branch. FISTEL is part of the CISL
federation and represents workers in the paper industry. Together with
Luciana Nur, shop steward of Kimberly-Clark Italy, they presented the case
study and described the industrial relations environment in the US
multinational enterprise. Participants were invited to analyse the case,
to give feed-back on trade union practices during the restructuring
process and to suggest possible further actions, taking into consideration
the work undertaken in TRACE.
The third session, led by Dr Jeff
Bridgford of ETUI-REHS, focused on the presentation of the TRACE II
project, which had been submitted to the European Commission. TRACE II
represents a further development of the work undertaken on the TRACE
project that will reinforce strategies concerned to explore and anticipate
change.
The final session was led by Steve Walker from Leeds
Metropolitan University, who focused on evaluation. He asked participants
to consider the different stages of their Key Actions, the difficulties
and successes encountered and the benefits of working together in the
TRACE project.
The workshop group had also the opportunity to taste
typical Italian food during the farewell dinner in a Turin restaurant.
The
Review Workshop was a successful event and a useful communal moment for
TRACE partners. They were able to share and summarise the results of a
year-long effort, understanding and exploring together what had happened
in building the numerous TRACE 'networks and bridges'.
